Problem with TTing to get Villagers to move out

I don't know a thing about tiers and stuff like that but I think my problem might have something to do with that, so I'm asking for help if anyone knows the answer.
So I have the following villagers:

- Patty
- Rolf
- Drago
- Amelia
- Snake
- Rory
- Pietro
- Rudy
- Diana
- Ozzie

The only ones I want OUT of my town are Diana and Ozzie. Ozzie bc I need space and Diana because I'm trading her. But I've been TTing for DAYS and the only ones asking me to move out are: Rolf, Patty, Drago and Rudy. Only those four. Am I doing something wrong?

Tiers have nothing to do with it, don't worry. Tiers aren't part of the game, they're just used among players to talk about which villagers are popular in trades.

It's random who moves out, so all you can do is be patient. Some people will swear by ignoring the villagers, talking to them until they're tired of talking, or annoying them. None of those is 100% effective, though. The only thing I do when trying to move out villagers is talk to them regularly and check on them so they'll be able to ping me and ask me to move.

I keep high friendship with everyone, and so far they all ping pretty evenly. I only tried ignoring a villager once - he pinged a few days after I relented and started talking to him all the time again. Right now the only one who doesn't ping is Rocket - she was my 10th to move in, and I think the last in just doesn't ping very often. But she's the only Uchi, so she still has a lot of public works to suggest before she goes.

Is either Ozzie or Diana your 10th? If so, the other will probably have to move out first. Good luck! Just stay calm and protect the 8 you want to keep
