No, you can't.

But imo, it's better to restart your town if you don't like something about it. A fish you can catch again, no matter how rare. A town, you're stuck with.

You can't give it to them, but you can donate it to their museum for them.

It seems that on the rainy days coelacanths do appear they are less rare than before. My friend caught multiple in one day.

Can you mail them? I know you can put them in your dresser now, maybe you can mail them too.

You can't list fish/bugs for sale at Re-Tail. At least I can't.
