Most of these Pokemon I have seen being sold for far more than 50 Tbt so, for this many of them, 700 is perfectky exceptable.

No.
For legends it depends on if it was an event or not. And shinies it depends on how you breed them. Legends and shinies can have 0IVs if that's how they're caught/bred.
