Poke radar in pokemon x

So I just recently got the poke radar and need help using it. I think I missed a step cause every time I try to use it, it says I can't yet.


Online explanations have me a bit confused. So I was wondering if someone can explain it better for me please?

I really want to start catching shiny pokemon!
