Well, I couldn't get Kid Cat in my dream location so I put him next to Pheobe c:

There seem to be 'hotspots' in your town were a villager will plot repeatedly while you reset. Next time you want a villager in a specific place, try to plan ahead and place affordable PWPs in areas that you do not want the villager to plot. Place as many as possible before you anticipate the villager's arrival. That way you can sort of force them someplace. I found that fountains and rice racks were great for this. Each being under 100k yet taking up a lot of space.
