The past few times I've started up with a new character on my new town and have found a new plot in town, I'll quit and restart with another new character.

Only whenever I restart with that second character, the plot is no longer anywhere in town... So then I'll have to wait even longer for another villager to move in. :(

What the heck is going on???

Maybe you just missed it. That has happened to me...looked and looked, but couldn't find it anywhere. When I start with the new save file again, I usually find the fence plot again as well. :)

Well the thing is after I looked everywhere with even 2 new characters, I'll make a 3rd just in case, but still nothing at all. :o I guess maybe if I just keep on making a lot of new characters after that I can see if that changes anything, for next time someone wants to move in... >.<

Did you TT 2 days forward before starting the plot reset? I know I've forgotten little things like that if I was excited about something such as a new villager. If not, change the time on your 3DS (not through the game with plot reset) two days forward and then start with your new save file.
For a cranky, only move ahead one day as they often like to move in the very next day.

You also mentioned this is a new town....is this an automatic move-in you're expecting or a villager you actually invited?

I think I know what's going on.

There is a window where villagers can move into a town after one has moved out. I'm not sure exactly how many days or whatnot, but the main point is that it's more than a single day.

Plot resetting is in essence re-rolling changeable values when the day starts. This works in allowing people to reset where a villagers house will plot, because that's not been locked in yet. But it's not the only thing that can be changed when resetting the day.

My guess is that this is a random move in, and not an adoption or streetpass. As such the game is randomising if a villager will be plotting that day each time you reset. And because the move in window is more than one day, it may not always be on the day you're resetting.

Well, if it is just a random move-in, there may or may not be a plot for a villager in your town. It all depends on luck.

If you invited someone in or got someone from someone's void, I have no idea.

^ basically if you have less than 8 villagers, you'll randomly get one. i believe after 7 days is a guaranteed move in, meaning any of the other days are free game. you can start a new character, find a plot, reset because you don't like it, and then find nothing.

I'm assuming this is a random move in and you have 8 villagers. This has happened to me. Actually if you would've kept making a new character after the plot disappeared you would've gotten another house plot but from a different villager.
