Phineas didn't give me my badge

I saved 10mil Bells in the bank. (I admit, I spent 2mil very quickly) Phineas shows up. He gives me a Good Shopper Badge. I ask again, and he gives me the Avid Bell Saver Badge. I ask yet again but he says the same boring things and doesn't give me my Wealthy Bell Saver Badge. Do I have to have the bells in my bank for an extended amount of time?? Because if so, then oops..
