Perfect town?

I seen people on youtube with perfect towns on AC:NL does anyone know some absic rules on it or to just make a path with roses and trees?

What I did was make sure there were flowers in each part of my town and plenty of trees.

Lots of trees and space them out. Lots of flowers and blanket the town. No weeds. No trash. All neighbors happy about it.
