Perfect Town Status?

Hi! so in my town i've already achieved perfect town status for 15 days and received the golden watering can, but when I checked my town status by talking to Isabel, she keeps saying that I don't have enough PWPs. I have 15 as of now, and they are the following: 2 yellow benches, 2 assorted streetlights, a tire toy, an illuminated tree, 3 cobblestone bridges, a fence, a bell, a park clock, a fire hydrant, a fountain, and a lighthouse. Does anyone know why I can't get perfect town status? thank you!

i've heard that it's the garbage can and drilling rig, not the illuminated tree? i had it while i got perfect status though?

scrapped the fountain and illuminated tree, but i've built them again. now my rating is "so so, riding on the rails, average" i've added a ton more pwps, but they don't seem to be working
