Perfect town help!?

recently i have been going to isabelle and the citizen thingy always says: I think it can just go up from here! so far to go! also it says that the citizens think its a bit barren overall and want more projects! (theres lots, i think) it has gone to so-so before but went back down to square one! grrrrrr...
can someone please give me some tips and tricks on how to get a perfect town rating?! thanks.. please visit my town to see where im going wrong!

Too many PWP?

BTW, you need 10 PWP, 110-200 trees and 75 flowers for a perfect town.

Bidoof has a good guide (here) I think the minimum amount of flowers to have is 75 and trees are 110

PWP is Public Works Project. You should have 10
