Perfect Town? +Any Tips For Raising Appraisal?

I've heard a lot of things about how to get your town to achieve perfect status. Can anybody tell me how it works?
I'm also on a quest to make a town worth MILLIONS so any tips on that are appriciated

I've never had a perfect town rating before, but I do know you need a certain amount of trees and flowers. You also can't have PWPs like the trash can, or bright lights/illuminated things (I have the illuminated clock in my town so that sucks, but I'm not looking to have a perfect town right now)

And you also can't have stuff on the ground, or else they will consider that trash. Things that are allowed to be on the ground is flowers, normal fruits and seashells, and then buried un assessed fossils and buried gyroids don't count
