I just do my pathing bit by bit. I don't path the entirety of the town until i've placed public works down, and then start pathing around them to make them look nice. My town looks unfinished because of it but that way if I change the direction of where i'm going to put my path to certain areas, I won't have to undo it. It's much easier and more convenient. I say it's worth it, because it makes your town look more real y'know? and less barren they're also good if you're working towards a theme. Although dirt paths are pretty nice too, but just a lot of work. But they can make your town look really cute if you put enough work into it, but they always disappear when it snows so you've got to keep on top of them. It can get tedious too but it's all worth it in the end. I don't really put paths leading to my villagers houses' though, it's too much work. Good luck though!
