I just saw a picture on tumblr of someone with Olive is she only an amiibo card or can you get her in general?

You can only get her by amiibo card. But if someone else has her amiibo card, you can go to their town and adopt her.

There are 50 Welcome Amiibo characters you can get through the cards, which are all RV.
But unlike the sanrio/splatoon/monster hunter/zelda characters, they can be adopted.
