Opened up the game this morning to have Isabelle not only announce that Octavian is moving in, but also that we have a camper staying at the campsite. Has she always done this and I just missed it, or was it newly added? I'm pretty sure I've been in this situation before and only gotten the move-in announcement, but of course, I could just be remembering it wrong.

Yup, this has been happening since the beginning. It can also happen if you have someone moving out (in boxes), as well as a camper on the same day.
