Non-Villager visiting my Main Street?

Okay so I've been wondering.
There is a non-villager, more precisely Lucy, visiting my main street every day since 4 days now.
I've read everywhere that it's only ex villagers that visits your main street but the thing is...
Since I bought the game, I've been playing everyday and NEVER EVER was she a villager!
I've never had her as one of my villagers!

So, what I've been wondering is, can she move in my town or is she just there as a ?decoration??
Does it kind of work like the campsite in my case or is it a glitch??
She isn't in any of my friend's town either! x_x
I've always liked her, she was one of my childhood villagers after all so I wouldn't mind if she moved in.

I don't think she can move in, FYI.

Also, I don't think this is a glitch, I've heard of other instances of this happening. It's never happened to me though.

I have Prince (non-villager) on my main street. I met him at the camping site and became his friend.

I've heard something along the lines that villagers in main street who've you've never had in your town might have come from StreetPass/WiFi-ing with other people, but I'm not sure on that. Do you StreetPass a decent amount of people usually? Maybe it's that?

They can't move in at any rate, unfortunately.

No worries! Again, I'm not positive on this, so anyone else can chime in if they wish. I guess that they are voided villagers from other towns you StreetPassed, or maybe once a villager you once had starts visiting your own town on Main Street, they can be StreetPassed onto other Main Streets? I'm not entirely sure where they come from/how this works if the theories are correct.

I never get StreetPasses and have never had random villagers in my Main Street even though I've been playing since last year, so there's that, I suppose, haha.
