Nobody is moving out

I've got a cycling town and I've just arrived in town and set up my house etc and now I've gone forward 10 days so I now have all 9 villagers.

I've been going forward one day at a time for the past half hour and nobody has moved. Do you have to complete your approval rating before villagers move or something?

The only thing you have to do for villagers to move out is have 9-10 villagers and have your house built.

This is false, because I had 5 of my villagers move out before I got the island, as did my brother, who has had the game since last June, but only got the island this Feb.

yeah I wasnt sure about the island thing. I know that the island solved the problem for someone else though. But I do know you need to have a house and approval rating.

All you need is have 9 or more villagers and have talked to them enough for them to no longer tell you tips for living in a new town.

I restart my third town, Edolas, every week or two. I don't have a house or the island or my approval rating yet. I haven't even seen Isabelle to "find out more about what being mayor entails" yet. And yet I'm moving out villagers left and right.
