NO ONE will move out of my town! H.E.L.P.!

I have used almost every move-out method and villager cycling method and NOTHING HAS WORKED! I have my development permit and everything. No one will move, can anyone help me out here?

If this is a cycling town: Reset it. It may be bugged, like one of mine was.
If it's a regular town: Same as above.

I thought about it but it has Kid Cat, Francine, and Julian... I cant reset it.. :/

By "everything", have you gone through your villagers tutorials? If you didn't then that's the case.

Like they tell you all the wonderful things you can do in your town. Use tools, use the bulletin board and tell you about that yellow bird, send letters, change clothes, take pictures, etc.

Not for everyone. Just one or two specific villagers. Do I have to do it to them all? I watched a tutorial on YouTube talking about how you should ignore them and they will move out sooner.

From what I heard they should start moving out after the mayor pays the first loan and has the permit. So I don`t know I never tested it.

I know. Usually they move out by now, especially since I have 10, they should be begging me to let them move left and right...

I used to. I retired though, don't know when i'll return. The method i'm gonna tell you involves moving a villager out, and since that's your problem I don't know any other methods. So sorry.

Thats the method I have been trying. I just have to move one out to start and it just isn't working. I'm not sure where to go from here...

Hmm I'm not sure, I will go check now though. I've been time traveling day-by-day for the past two hours..
