I am on the Japanese eShop looking to buy a game. I was wondering if it charges you extra by using a foreign debit/credit card?

Unless they changed something, I don't think you can even use a foreign card.
I've always bought Japan eshop codes on Amazon to use. I definitely know they wouldn't accept paypal or a US card when I created my Japanese account. So...unless that changed, yeah...
Either way, you could just do exactly that...buy Japanese eshop cards and use those. There is no extra fee...you just get what you pay for.
