Say my friend has Wolf link or another special villager in an RV, is it possible for me to go to their town and invite them to move in to mine ?

Nope! Amiibo villagers from RV's only move into the town they are in. They wont go to other towns.

Yes! That is possible. You can also force them out by scanning a new villager to speed up the moving procces.
