Usually, only tier 1 & 2 villagers go for a start of 1m. If you don't know what the tiers are and/or who is placed where, you might want to check
here.
Keep in mind though, just because a villager is on a lower tier and is considered 'unpopular', it DOESN'T mean that nobody will take said villager. ALSO! The majority of the villagers in ACNL are in tier 5 soo... don't feel bad if your villager is on a lower tier.
Generally, villagers who are on lower tiers should be auctioned off by a giveaway or a raffle. For the giveaway, it should be something like, "[Villager] is moving! If you would like to take him/her, feel free!!" These giveaways are
free. If it comes to the time where the villager has to be voided and nobody's made an offer, don't feel bad or discouraged!! And you probably get what I mean by holding a raffle for a villager so I won't really explain it unless you want me to.
As for the originality of a villager, it really only applies with certain people. Some people just like to have the villager's house, shirt, and catchprase/greeting to not have been messed with. This really only applies if the villager is super popular: i.e. an original Marshal will probably go for a higher price than a Marshal who's house has been changed. Usually if a villager is on tier 3 or below (sometimes tier 2 depending on the villager), originality usually doesn't matter.
