With all sorts of Villager tiers, I thought: Why isn't there a Special Character/Visitor tier list? So, using my own OPINIONS, this is a tier list I made for the special characters! Note: This only includes characters that DO appear in ACNL.

Most is my opinions. Like I know for a fact Resetti wouldn't be top tier on a popularity-based one.
However to answer your question, I had no other way of wording it in mind so I just said fairly popular aka 2nd best

I always thought he was just... a bit too uptight. I wouldn't want him in the trash tier but I didn't there to be too many 4/3's.

Hmm I thought Copper was pretty popular. I also like Katie (in NL). My trash tier would definitely include Gracie and Pave. They need to get out of my face.
