I tried to write it the best I could, but there might still be some flaws!

Cycling is a wonderful thing.

OMG, you really want Bianca in your town. ERMERGERSH, I need to get a weed pulling badge AND Bianca.

Cycling can do all of that, and you can help others.

Bold print means it’s a fact that you’ll need to know later.

Prerequisites:

Have a town that you would like to Time Travel in.
Have eight villagers.
Beautiful Town Ordinance - Only if you don’t want too many weeds or no cockroaches
Don’t have two villagers moving in at the same time. (ex. Don’t invite a villager from the campsite if there’s a house plot in town.)
Wetsuit and Timer
First, a couple of terms.

Pinging - When a villager has three lines popping out of their head then runs over to talk to you (If you want to get more pings, then set a Timer for 5 minutes and take a swim. It helps to trap the villager that you want to ping too. If a villager wants to move, they’ll ping!!)

Cycling - Moving villagers in and out of your town.

Adopting - Going to a cyclist’s town and talking to a villager in boxes. The villager’s houseplot will appear in the adoptee’s town the next day.

'In Boxes' - The state in which a villager's home is nothing but boxes. At this point you cannot make them stay in your town, and the next day their house will be gone.

Holding - The act of not letting a villager move until an adoptee has space.

16 Villager Cycle - How many villagers you have to go through before a villager that has been voided can move back in(etc. Savannah moved out, you go through 16 other villagers, Savannah can move back in)

Voided Villager(Void is where all these villagers go) - A villager who has left town(been in boxes and not been claimed by an adoptee). People who visit your town may pick up your voided villagers. The only way to clear your void(and eliminate any threats of a visitor getting an unwanted villager) is to visit a town with 10 villagers.

1. First and foremost, you want to pick one villager who will stay(hereby called safety net, preferably a peppy, snooty, or cranky villager). Talk to them until the thought bubble comes into their head. If they’re in a building, TT a few hours ahead and see if they’re outside. I’m assuming you have 8 villagers at this point.

If you have nine or ten, just TT day by day until your safety net mentions a moving rumor, ping them(step 5), TT to their moving date, and TT day by day until you find a houseplot. Do this until you get 8 villagers.

2. Wait until a 9th villager moves in(houseplot). If you don’t want it, TT one day and introduce yourself. Then TT to four days later. Talk to your safety net.

3. Go one day at a time, talk to your safety net until the thought bubble comes.

IF YOU DON’T CARE WHO LEAVES, SKIP TALKING TO PEOPLE. JUST TT DAY BY DAY UNTIL ISABELLE TELLS YOU THAT SOMEONE’S LEAVING. AT THAT POINT, JUST GO INTO HOUSES. BUT IF YOU WANT THEM TO STAY OR TO HOLD THEM, YOU HAVE TO DO STEPS 4-5.

4. If your safety net says “ERMERGERSH so and so is thinking about moving!!! go check on it!!!” Then you need to make sure that ‘so-and-so’ is outside(not on main street, in someone’s house or the beach). Then grab your wetsuit and timer and head to the beach. Set the timer to 5 minutes and take a swim.

5. Once the timer’s up, avoid all eye-contact with other villagers. The only person who should see you is so-and-so. If so-and-so pings, then SUCCESS! You can let them go if you want. If you want to make them stay, you have to do the ping method. If you chose to make them stay, you can stop here. Time travel one day at a time until your safety net reports someone who you don’t want is moving. Then repeat steps 5-6.

6. Time travel to the date that they are moving. Post on your cycling thread, idc. Congratz, you somehow found an adoptee. You add their friend code, la la la la, they’re in your town. Lead them to the villager whose moving’s house. They’ll talk, and tomorrow they’ll have that villagers plot in their town. If you want a guide on plot resetting google it.

If a villager in boxes is not claimed, they’re voided. People who visit your town may pick up your voided villagers. The only way to clear your void(and eliminate any threats of a visitor getting an unwanted villager) is to visit a town with 10 villagers.

EXTRA EXTRA READ ALL ABOUT IT: Holding villagers for people goes like this….
Example:

Rage the Adoptee: Hey buddy! I’m looking for Tom at the moment, so if he runs by your cycling town please hold him for me!

The cycler would cycle as normal, but if he saw a house plot that says “Tom” on it, he would let him in the town. Tom would become a safety net, along with the other one. You would talk to the other one to see if Tom was moving(aaand then do 5-6 making him stay) and talk to Tom for everyone else. Once the adoptee has 9 villagers again instead of 10, they’ll do the normal adopting process.

Or, if the villager that Rage the Adoptee had requested had gotten into boxes somehow, you would have to halt your cycling town. You would have to make sure that the day never ends, or else the cycler will have to do the 16 villager cycle.

YOU CAN SAFELY SWITCH SAFETY NETS! HOWEVER, I WOULD USUALLY TRY TO HAVE A BACKUP.

Bless! I'm so happy you addressed specific rumors as well. They're so prevalent in every Animal Crossing board/community/etc I've seen, and so many people are getting false information. It was lovely of you to put this together :)

This is very neat and helpful, I would totally do it if I didn't already have 9 of my dreamies in my town! And I can especially relate to this because of the whole Bianca thing, LOL. cx

~Thanks~

xD She was the first villager that came to mind(actually, Blanca did, but she's not a villager).
