Hoping someone can help me with this. I started a second town and am trying to get three villagers from my first town to my second. I know this is going to take a while. If a villager wants to move out, will they "ping" you right away when you load up the game? My village has 9 residents. after one move out and another moves in, how long will it be before another wants to leave?

First question: Yes, they should ping you immediately after starting the game. If no one pings you for a couple days, talk to a villager you're close friends with until they get sick of you. If they don't mention someone moving, you're probably good.

Second- I believe anywhere from 1-7 days?

Thanks. Another question. My new town has 8 villagers, with a ninth set to move in today and tomorrow. Can I convince one of my old villagers to move to the new town still? I believe that answers is yes but I want to make sure.

They will only ping you if they are outside when you load the game. You should save and reload the game several times to make sure you catch everyone outside before assuming that no one is moving.
In my experience, the mover does NOT always ping you immediately. For example, if another villager (not a mover) pings you before the moving villager, you'll need to wait at least 5 mins for the moving villager to ping you after that.
Hope that makes sense.
Move-outs are quite random. I have 10 villagers and they approximately ask to leave every 2-4 days. With 9, you might have someone thinking of moving every 3-5 days, I'd think.
