Moving Out Method?

Any word or update with how Villagers will move out or if they do. There does seem to be more of an emphasis of celebrating or making you more intimate with Villagers moving in. With the scripted personality types moving in and all. So it begs the question on how do they move out and when.

I'm curious about that myself.
I have a feeling that you need to have at least several inhabitants before anyone can move out though similar to how it was in New Leaf.
