It only appeared for me once I bought all the remaining hairstyles. So yes, I think you need to buy all the previous ones first and then it shows up right after!

To unlock Kapp’n & most other features, you need a 3 star island
To unlock Harv’s island, you need to have done one photo shoot and completed photopia tutorial. He'll send you a letter in the mail the next day.
To unlock Brewster, you need to have an upgraded museum, donated art, AND donated one sea creature

This game isn’t a competition and you are likely to spoil it for yourself by rushing. Crazy to do so in Animal Crossing of all games. Ultimately play it as you like but I don’t think anyone should be rushing to get to content. That’s like rushing to best a game.My girlfriend had the same problem and was really upset, it turned out, granted you have all of the initial requirements to unlock these things. TT to a new day fixes everything! I hope this helped anyone who didn't have any answers!
