I always try to give it back right away! I only ever got lucky once and gave it to the right villager on the first try. I may keep the next one if someone tells me it's for a villager I'm looking to get rid of, though! 
What do you mean by "to use as decor"? Once you pick up a lost item you can't set it back down... it only give you the option to inspect it
am I misinterpreting your post? lolit looks like the lost item... i use the book and pouch at certain places

I loved using the lost items for decoration in NL especially the book. I’d prefer it if the lost item belonged to a villager that I’m eventually going to let leave, since I would feel extremely guilty if I didn’t return any of my best buds’ lost items like Punchy, Kiki, Merry.

In that case you have nothing to worry about, no need to feel guilty. I had found Dianas book yesterday and forgot to give it to her, I just spoke to her and I guess she forgot she owned it lol (I was also able to drop it, thanks for the info)
I always return items like books or the pouch looking things. Whenever villagers want me to deliver something to someone else as an apology or just a gift, I tell them to do it themselves.

I always give them back to the owner because you have a higher chance of receiving a framed photo if you give the item to the right villager first try. It also counts towards one of the Nook Miles achievements (the good deeds one).
I’ve never thought about using the lost items as decor, but maybe I will now. I’ll place a book outside Megan’s house next time I find one.

Don't feel bad, they would probably take your things too if they had the chance. How is that for a justification? I hope it helps make you feel less guilty XD I always give them back, but i havent thought about using them as decor. Would you mind sharing how you used them? I dont even recall what were the lost items i found haha!
@Hobowire That is an awesome use for them! I also like your idea of creating a hotel! After seeing how you placed them, i just thought about using them in the outdoor library i want to create. Now i just need to find and not return them, kinda ironic since i am using them for a public library ha!
