So, from my understanding, you can unlock the Katrina PWP on your main street after visiting her 20 times and this counts when you visit her in other people's towns.. I've already created and deleted several alternative villagers to talk with her one day....but i'm probably missing 10 more meetings or so.
It doesn't count when visiting Katrina in another town, and it also doesn't work if you get 20 random people from Belltreeforum to visit her in your town. It has to be villagers from your town, who visit her while she is in your town. The fastest way to do this, is to creat new villagers, visit her, delete them, and then just repeat till you have done it 20 times. The last time has to be with the Mayor, or you will have to wait till she visits again, before she will give you the project.
