Limit on Lily of the Valleys?

I can't really seem to grow anymore on the cliffs.

Nope, just doesn't appear

Just to add in from my experience, they do always tend to spawn at the edge of cliffs, so make sure to leave room there. I noticed that on average, I tend to get 3-4 per week, but I always make sure to leave room at the cliffs to maximize the potential of their growth.
