How do I get Kiki to move into my town? Is it even possible to make someone move in?

Not really, unless you know someone who has her in their town. If that's the case, just talking to her a lot might help. ( But she'd move from that person's town =p )

yes, but it would require replacing one of your townsfolk with a hack from an Action Replay.
