I'll add another recommendation for either Kid Cat or Genji.
I'd also like to suggest a villager that isn't listed yet: Stinky. I've had him in my town for ages, and he's really neat if you like a sort of pro-wrestling-oriented jock. His house isn't bad - very unified theme, and I find him pretty cute. Liking him is pretty subjective, but i just wanted to give him a shout-out.

if you don't have a certain theme, i would suggest 100% kid cat! he's the cutest and it's sad because he doesn't fit into my town 
I loved Samson, for a simple mouse he got a lot of emotes and was really nice to have around. Genji was nice, but I would have liked him more if had he been a Cranky villager. I have Snake now and I like him a lot, he is very cute and that voice just feels better coming from a small animal. That said I had Pierce move in for a few months and he was fun too.

Snake the jock ninja rabbit is a cool villager, I like him since the game cube days. Scoot and Rudy are cute jocks too^^

i had teddy for the longest time and loved him, his house is so cute and goes well in any town. i just got hamlet and he's such a cutie as well lol. another one i really like is rudy but i've never had him
