None are appearing, even though i have best town ever/perfect town status?
I thought one was supposed to appear everyday?
 
They seem to appear more when all(?) or some of your JAcob's Ladders are in storage. I dunno why, but that's how it is.
 
No, not every day. I've been perfect for a long time now and only have a handful.
