Did you buy the wet suit that's in Nook's? You have to get the intro dialogue from the nooklings before he shows up.

Yes... I did that and I remember some sort of intro too! I've been swimming and catching things scallops included!! How often is he supposed to show up?

I gotten him on my first, second, and third scallop. He shows up once a day. If you are playing in co op mode with another island resident, he won't spawn. I heard that people were having issues with the new update but I can't point to any sources. I haven't rolled over my day so I haven't tried finding him today.
Another thing is that if you caught a scallop and your pockets are full, he won't show up so empty your pockets regularly.

Honestly I've been diving for about 2 hours now this morning and still no sight of Pascal. I haven't found any scallops, though! Lots of pearls, just no scallops!
Yesterday he came after one scallop but the day before he came on like the 6th scallop which I thought was ridiculous!

Have we considered that Pascal not showing up with scallops might be a glitch? I know people like to yell that with every single little detail in the game, but in NL Pascal showed up on the first scallop every single time. In NH, he shows up for both me, my husband, and my dad on the first scallop every single time unless we have open gates. I haven't checked if the same is true with my brother yet.
Pascal not showing up at all with closed gates is starting to sound like a really bad glitch to me.

I've always had him show up on my first scallop. It does take me ages to even find a scallop tho, so manye the game is making up for it. lol

So I realized I was on my second player and they didnt get the dialogue in nooks so I went and did that and then I just caught a scallop but my inventory was full and he still didnt show up so is that really a thing? U cant have full inventory?
I think it matters. The one time I didn't see Pascal on the first scallop was when my inventory was full.

Okay well I'm not sure if it was because my inventory was full or I did an update but he finally showed up !

i’ve had pascal come many times at night and i’ve also been able to spawn him when it’s raining
