Someone mentioned in a different thread that a villager will not move out of New Horizons until they talk to you first. If true, then maybe that is why they lifted the restriction since in New Leaf the events consumed the day usually.

Yeah that seems about right, when I first booted up the game, Ozzie didn't have a thought bubble, and it only happened long after I spoke to him.

Also, you can build or demolish bridges/inclines even when there is event going. Which make me super happy.
