Ok so I heard about the whole 'go diving for 5 minutes walk around a villager will talk to you blah blah' and I was like ok that probably won't work. Nevertheless I went diving and afterwards Lionel runs up with the exclamation mark and asks for a fruit. I was like, hm... maybe...


So I did this twice more and BonBon requested the Lighthouse! (Now my town is like the real Olivine haha)


I will be doing this a lot more often, it's the best way to get PWPs suggested.
 
I just recently got the lighthouse, too! I've never used the diving trick though, I just spend way too much time in-game, so I know somebody will always eventually come up and suggest a PWP. I have a lot planned to go into my town after I get my golden watering can (don't want to mess with perfection just yet!)
 
The times I have gone diving I didn't notice if someone came up to talk right afterwards. I'll definitely have to go diving again and be more aware.
 
Here's what I did:

1) Emptied my pockets and put on my wetsuit
2) I went diving, picked up some stuff for my encyclopedia and after I've gone round my town once or twice I get out and release everything I've caught
3) I walk around the town making sure to walk in front of villagers so they'll notice me and for 3 times in a row I got noticed, when it has barely happened before.
 
Another way you can do this is by filling your pockets up with anything villagers don't want - shells, bell bags, trash, etc - and going to a secluded part of town, like a corner in the beach, for 5 mins or so, then make the rounds and wait for someone to run up to you. Basically you're tricking the game into triggering that thing where they run up to tell you something, but by filling your inventory it both prevents them from selling or giving you anything, and also from asking to buy something (since it's all crap they don't want). This limits the options they have and makes it more likely to give you a PWP, though they may also just say random stuff or ask you to change their greeting and such.

I do this sometimes when I'm doing busy work, it's a good way to get new projects :)
 
Yeah, I do this and I've gotten one PWP a day for the past 2 weeks! The most I've ever had to go is 10 times:P
What I do is:
- Empty Bells, and Pockets (except for tools).
- Dive for 2 things (This technique has also helped me get a lot of Pascal Items!)
- Walk in front of every villager that's outside. If I get nothing, I do a big circle around the village and try again, and again until some one approaches me, but usually I don't have to do the big circle thing.
- Repeat until a PWP is requested:)

I've gotten the Illuminated Tree, Illuminated clock, Shoe sculpture, bridges, Benches, Camping cot, and so many more! :D

Does anyone know if it's possible to get more than 1 request a day? I don't think so, but i'd like to know for sure:P
 
I've had anything I wanted in my pockets included things that my neighbors would like and still gotten suggestions. I think it is just totally random and some have more luck than others.
 
Oh the Pockets and Bells thing is just so that when they approach you, they won't ask you to give them stuff or buy stuff from them. Basically, it reduces the number possible things a villager can say to you when they approach you first.
 
I tried it and it didn't work for me, but I got a PWP earlier this morning.. does anyone know how many PWPs can be requested in a day?
 
I'm trying this later tonight when I get home from work. I really really want to get the Police Station already...
