Island hopping question

Does anyone know if the villagers you find when you visit random islands are restricted based on their personality and the time you hop? For example, if I went to an island at 8am, would I have no chance of finding a cranky, because they get up later?
 
I have heard something about this before and I too want to know if this is true as I am about to do some island hopping. I think this is possible true as I've heard people say things about Raymond being easier to find around 12pm I think
 
I thought the animals generated on islands were based on the animal types you dont have,, for example you’re less likely to find a specific cat villager if you already have 3 cats on your island... but i could be wrong
 
It hasn't been proved by datamining, but people have seen lots of trends with villagers (not specifically their personality type but just the villager themselves). So say you could go island hopping at 10pm, find Raymond over and over again but not see Rosie for example, but you could go at another time, see Rosie over and over again and not see Raymond.

This is sort of the case with the campsite (based on whichever personalities you don't have), but island hopping is pretty much completely random
 
I've just been island hopping at 08:30am in-game time but saw Lobo a cranky villager. So I think island hopping is all random unfortunately.
 
It's been theorized via statistics (sorry user of TBT that I can never remember the username for but uses the Caroline avatar) then proven fact via data mining (ninji) that the RNG for Mystery Islands is first the game "rolls" for species then the game "rolls' for a villager of that species.
Time does not influence it.
What personalities or species you have on your island (or don't have) does not influence it.

If you are looking for a very specific villager, and TT, the most effective method is the "campsite method" where RNG is based on personality types you are missing on your island.

... I sort of wish they will make a sticky on the RNG of Mystery Islands since the topic is brought up nearly once a week and gives new people false hope...
 
I feel like time does affect personality types majorly because whenever I see someone island hop arounf 5/6pm they get sooo many snooties yet when I island hopped between 8-9 and around 11, I found 1 snooty out of 31 tickets until I gave up and got a peppy, I feel like there’s a big chance that time does affect it. Plus, when island hopping at 8-9 and around 11 I found a cranky like every 3-4 villagers, it just seems like there is a pattern unless it’s a huge coincidence
 
The time and personality thing is a myth perpetuated by popular social media accounts. Time and personality has no effect on the outcome.

Mystery Islands roll species first, then the villager. That is all.

If you want to know your chance of finding a certain villager multiply the number of animal species (35) by however many members of the species (Octopus have 3, Sheep have 13, Cubs have 16, Cats have 23, etc.) there are minus how many of a species you already have.
 
Thanks all! I'm not looking for a specific villager, but I am looking for a smug or a cranky. This just means that I can safely start my search at 6am without wasting tickets, so I am pro RNG in this case :)
 
I think it's all RNG. At least for me personally. I've encountered 2 of the same villagers back to back during my island hopping run last weekend. Even encountered 2 different octopuses within 3 visits (Octavian, random, Zucker).
 
If you want a specific kind of personality, use the campsite method without that personality on your island
