So I removed the Beautiful Ordinance a week or two ago in order to get gold roses.
Isabelle still says that I've got a perfect town (I weed and water flowers every day, but there's still some wilting), but no new Jacob Ladders are growing.
Are there sub-divisions within the Perfect Town status, and only a "higher" Perfect Town status will allow the Jacobs Ladders to grow?
I think you just have to wait. It's random whether the Jacob's ladders will show up or not. I think there's a chance you can get one or two a day, but it depends on whether you get new flowers, too (like hybrids).
Heh, I actually didn't know I had achieved perfect town status until I saw my first Jacob's ladder. I went to confirm with Isabelle afterwards and boom, just like that.
Jacob ladders might no show up straight away so you might have to wait... they only grow by the sides of cliffs so make sure they are clear in order for them to grow
Hmm I cleared the cliff side already, and it's been a fortnight & that's why I ask (I used to get 1 every 2-3 days when I had the beautiful town ordinance in place). I'll see if any more pop up for the rest of this month though.
After getting perfect town status, they do show up randomly. However, what I found out was that, sometimes they don't spawn as often if you have been watering tons of other flowers/hybrids. About 5 flowers should pop up normally everyday, so if you've been watering lots of flowers, the game tries to help those spawn first before jacob's ladders, but they can still appear within those daily spawns, it's just chance. Also, if you already have roughly maybe 5-10 jacob's ladders already present in your town, sometimes they spawn even less often. However, either way, just clear the cliff side and wait a few days, one or two should pop up if you've maintained a perfect town, just have patience and good luck!
