Is this villagers house stuck in front of retail?

I have put out paths everywhere except from the places I want villagers to plot but asalways there's a spot that I have missed, right in front of retail. First 2 plot resets the villager was in the same place (in front of retail) and then I accidentally clicked continue instead of new save file and it offered the acnl spot pass thing and I said to allow it. And then it said it was saving. I have tried so many times, on my 12th try now, and the villager only seems to plot in front of retail and has not moved. Is is because I allowed spot pass? I'm so confused lol

Yep, once it says that it's saving then that's it, it's saved.
