Is there a 16 villager cycle?

I got Sherb as an early villager and I was wondering if I could cycle him out to get him again. His home is super bare with the dirt floor and simple furniture. Does it work this way? Or do I have to get 16 villagers before getting him back?

Nope, no cycle. You can move a villager out and find them the next Nook Miles Ticket island you visit!
