Is the 16 villager cycle still the same?

Is everything the same with the 16 villager cycle other than being able to scan the villager without doing the cycle?

Like say I move out Violet and put her in my other town - can I use Amiibo cards to cycle her back? Or do I have to "naturally" move villagers out in order to get her back? (Unless I had Violet's amiibo card to bring her back)

i believe if you use a villager's amiibo card, regardless of when they moved out of your town, you can get them back
