I had the exact same thing happen with Lucky yesterday actually. I don't believe you can stop them once they are in boxes. He never let up or anything no matter how many times I talked to him.

I think that the best way is just to talk to everyone. Usually Normal villagers let you know pretty quick if someone's thinking of moving. If someone IS moving and they won't ping you... Just stalk 'em. Use the same trick people use to farm for PWP's, going out to the edge of the ocean and coming back for 5 minutes. Be sure that when you come back you talk to them.
Sometimes if someone's moving out and I've already given them the go-ahead, and I go into regular convos with them, they'll pmuch double check with me! Before Nana moved out she mentioned moving 4 more times. Careful if you do want them to leave - they might become spiteful and stay even if you want them to go!

In previous games (up until City Folk if I remember correctly), if you sent them a letter with a present before 5pm (so it gets delivered the same day), you could prevent them from moving out. There aren't any options like that in New Leaf, unfortunately, so it's too late to stop them from moving now.
I think I won't do the 16 villager cycle process. I've had lucky in my first town and my current, so I think I'm ok with not getting him again. Plus when I get another game I can always have him in that town if I change my mind.
That's a shame they didn't implement that into new leaf, it would've been so helpful. Maybe they will bring it back in the next game.
Will there IS one way you could prevent him from moving, but you'll need a game that will work for the hack the loads homebrew(http://wiki.gbatemp.net/wiki/List_of_3DS_exploits) and then get a save manger(that will allow you to backup saves), then dump your save, edit in in the ACNL RAM Editor(aka ACNL Save Editor), then you can change Lucky so he won't be boxed. However you may not have one of those games, so there's no other to stop him, if you can, move him to a friend's town and then have Lucky move from that town back into yours.
(the way this person loads the Homebrew does not work on 11.1, so you might need a game to load the Homebrew
Unless they are in boxes you can stop them. I don't know why or how it got around that you can't stop them? Yes it takes a lot of work and there is no hacking involved but you can stop them. The best way to do this is keep resetting your day to 605 am and then time travel by the hour till they ping you and bring it up about them moving. It gives you the option to stop them. It usually happens around the third or second to last day before they are in boxes. There is a 5 day window between when they tell you(or you miss them telling you) and when they are in boxes. I have cycled 3 towns for the last year in a half. It is a myth that the mover will always be outside when you load your game. This why you can miss a villager telling you. It has taken me days of repeating a day(without having to actually reset, you have to actually be playing to go past 6 am for it to be a new day) as long as you keep your game on the same day any time within the 23:59 time frame the game won't register as a new day. It is also a myth that you have to talk to all your villagers after not playing for awhile in order for a mover to ping you. It only helps improve the chances of them bringing it up faster. I don't talk to ANY of my villagers in my straight cycle town called Cyclevil. The only time I talk to them is when they are invited from the campsite and when they ping to move.
So really unless they are in boxes you CAN stop them. It just takes a lot of work.
Lastly you can just about always get a villager back if you use power saves and go back to a certain save point. This is how some can get any villager for you. Not because it can get you villagers, it cant do that. They save the villager in boxes or at any point before they are in boxes really and then when you load that save point back up they will be in your town again. Power saves in my view isn't really hacking like say homebrew is. They work completely differently. You can't get every single item ever in the game. Yes it has a big catalog but you can't get villager pictures, can't edit your town and move things. It only saves a copy of the current state of your town and the access to items is also limited. You can only get items/download them about 75-100 times and like I said it can't get you every item ever in the game. After that the power save just stops being able to access that part of the game which ia why some get curuption problems. However, if you have saved your game properly you can get it back.

There's a guide I saw that got posted a while ago that tells you what the villagers say if no one is moving and what they say if someone is. Pay attention to what they say and talk to everyone or at least the 5 who are outside.Within minutes of starting up you'd have a ping or moving rumor. I play daily even for 10 minutes to keep an eye on them. *Dictator and benevolent Queen here*
Aw, I'm sorry to hear that the 16 villager cycle can be done quite fast if you wanted though?i haven't long finished it for Genji,just make sure you have 2 spaces in town to cycle between.
All you can really do to prevent this in the future is keep track on the days since somebody last asked to move and keep on speaking terms with villagers. I know with being at 10 villagers that if I've gone more than 5 days in my town without somebody asking to move that I need to be careful.
