Is it possible to move villagers between two different towns with one 3ds?

Sorry if this is a noob question but is it possible for me to move some of my villagers on one copy of Acnl to another with one 3ds? I have 2 copies of the game. One is my main town the other is my second town. I just got marina from someone and i kind of want to replace Molly in my main town with Marina. Is this possible at all? Or would i possibly have to invest in another system?

2ds's are on sale right now so if i have to invest in one for a bit then trade it in i can just do that

No, you will need either a second 3ds or a holder to help you with that.

of course none of my friends do D: ahh i really like Marina too so that's why i'd be willing to let Molly go to move her into my main town. can spotpass maybe move her over since it's within wireless range of another copy of the game or does it need another 3ds?
