All of the store clerks are ACTUALLY STANDING RIGHT NEXT TO THE CASH REGISTER and they're not following me. Is this an update, glitch, or is it because I have nothing to sell on me?

If you have your gates open then none of the shop keepers will follow you.

What Zandy said, but if your gates aren't open it's probably a bug.
