Is DLC random?

I was just visiting the post office to get my gift, and I got the rainbow screen -- even though It was released two years ago, and I even remember watching a walk through of ACNL, where someone got their rainbow screen.

I was wondering, are the DLC downloaded at the post office is random, or do they expire after a certain date, meaning that once missing them you would not be able to download them again?

They expire after a certain date if they're the normal DLC, but I think they've been cycling through old DLC this year (at least for some regions). For example, the horoscope DLC has been released twice so far. I could be wrong, though.
