I did the new-character-reset thing five times this morning before loading with my mayor, for a total of six. No plots have shown up, so I think we can safely say he's dead, Jim.

Thanks for posting to confirm as I never knew this could happen! I always assumed that as long as the game saved, then the villager would move as agreed. Sorry this has happened to you
