Hi: Did you adopted OUT Francine when she left? Do you still see her on your Main Street?
The sure way to be certain is to, say, come and try to invite Francine BUT the catch is that if you have not cycled out 16 yet, you might have some unwanted villager from my void plotting their house in your town when you return.
The way to counter that is to immediately invite another preferred villager to cancelled out taht possible void-move-in.
Hope that makes sense.

She is no longer in main street, though does that mean I need to get someone I want to move in first? I am confused. If it works I cannot get anyone from the void, right? And no I didn't make her leave, she just moved when I stopped playing the game for a while.

@NewLeafTori : Oh no no. What I meant is: if you have *not* cycled out 16 and you go to invite Francine, the option to invite her to your town won't pop up, and there is a very real risk that you will ended up with some random voided villagers from that town (since you have open room in yours, and Francine won't be moving back yet). You might wanna have a Plan B to be prepared to invite *someone else you prefer* should that happen, because by inviting a villager, you can cancel out that unwanted void move-in.
tl;dr EDIT: if you failed to invite Francine, some other random villagers from that town's void would follow you home. -__-
