Is Stitches still available? I'd love to take him but I'm not 100% sure if I've already passed the 16 villagers cycle...
Edit: would it work if I go to your town and talk to him if he's already in boxes? I mean, if I am already able to have him back he should say he'll come to my town as any other villager, shouldn't he?

You are correct. If you are done with 16, then the invite offer dialog will pop up just any others.
Please send the 250 if you'd like to try. I will refund if it did not work out. Thanks!
The other Marshal in Tamago is not in boxes yet, but is up for reservation if you prefer.

That's what I was asking. So let's supose: I go to your town and talk to him, is he gonna tell me to come to my town 100% sure, despite of I am able or not to have him back?
I mean, if I haven't completed the cycle, will he still tell me to come or won't he say anything about it?

- If you are NOT done with 16, the invite him to your town dialog option would NOT come up at all.
In other words, he would NOT mention about moving to your town, and you'll NOT have any option to do so.
- If you are clear, then the option to invite him to your town will come up, and Stitches will agree to move to your town when asked.

Now, THAT is the tricky part. You are very likely to have some random villager from my void, landing themselves in your town if Stitches is not out of your 16 cycle yet (and you won't be able to have the option to invite him).
Of course, I'll promtly refund your tbt should that be the case.
So please be absolutely certain.
