A villager just told me they moved out. They only just recently moved from my friends town. She wants to know if she could come and get him back or is it too soon? I thought I read something about a cycle. I want to know ASAP cause this is a teir 2 villager and I want to sell him if she can't get him.

if you streetpass her/go to her town/you go to her town, the moved out villager will more than likely move to her game IF she has room.
the cycle is for people who have a villager but moves them out to a different town. the cycle is so that the villager can move back into the first town.

If the "cycle" you are referring to is the "16 villagers cycle", then your friend will need to cycle out 16 villagers before they can get that particular one back (unless they have a new town/ just reset) In other words, if it's the same town that said villager just moved out from, then no, your friend won't be able to invite them back yet.
To confirm this, ask your friend to talk to that villager in your town, the "move to my town?" option convo won't even come up.
They have to move 16 villagers out before they can get that specific villager back in their town unless they have another copy of the game that has room. Just saying though i wouldn't be happy if my friend sold my villager off and i wanted them back..
