I'm having a hard time getting perfect town rating

Isabelle should tell you what you lack. If you talk to her at the front desk and ask about like the opinion of the town or whatever the option is she'll tell you what you need to work on. I just had the beautiful ordinance enacted and had flowers galore everywhere and I just planted fruit trees everywhere and built a bunch of PWPs it took like 15 for me cause I was just building streetlights and things, but just keep doing that. You can always destroy and cut down stuff after you get the PWP for perfect town cause it's not like it goes away ever if you lose the perfect town afterward.
 
Thanks for the help!! I'll try to do that when I am off mobile. I tried to plant one bush by the train tracks but that didn't work. Determining the space seems difficult for me. So far my pwps only consist of street lights, water fountain, police station, and lighthouse. I have a few more but I don't think they count. (The roost, bridges). Also the palm trees by the beach might have been too close to a cliff since they disappeared after awhile? They were full grown though and its unusual for that to happen. So far nobody is suggesting more pwp so I'm limited atm. I did add more street lights though. Thanks again!

Ah, okay, for starters, you can't plant bushes (or trees) right by the train tracks. You also can't plant them next to objects like the river, buildings, PWPs, ponds, cliffs, etc. Only flowers can be planted there. Bushes/trees have to have one tile in between all those objects in order to grow. If you're having trouble determing the space, carry around some flowers and surround all those objects with them, and that should give you a better visual representation of where you can't put bushes/trees. You could also set down patterns to indicate the buffer zones of all those objects.

The palm trees will disappear if they are too close to a cliff, but I'm not sure what you mean by full grown. If a tree can't grow somewhere, it will wilt the day after it is planted and then disappear after that. If it grows fully and bears fruit, then it shouldn't disappear (unless a PWP/house destroys it, but that can't happen on the beach).

No worries! You'll get the hang of where you can plant stuff quickly. As a general rule, flowers can grow basically anywhere, trees/bushes/bamboo all need one tile in between all those objects I mentioned before, and trees/bamboo need one in between other trees/bamboo (bushes can be planted right next to trees/bamboo, though). You can also use a shovel and dig holes to see how big the tiles are (I just mentioned the flowers first since they look nice and will help with Perfect Town anyway). Besides that, there are more specific requirements. For example, you can only have 12 bushes/trees/bamboo touching each other in a line without a break in between (flowers count as a break, and diagonals lines don't count as a break). And if one tree is surrounded by a bunch of trees, even if it has space to grow, it will wilt because it doesn't have enough sunlight. And sometimes you'll just end up with a dead spot that refuses to grow anything, and you won't be able to do anything about that.

Best of luck with getting Perfect Town! Let us know if there is anything else you need help with. It's pretty easy to maintain Perfect Town, so once you get it, you should be set.
 
Also do trees have to be fully grown for the perfect town? I might've missed that if somebody already mentioned it. And I keep reading that it's 10, 12, and 15 public projects needed so im unclear which amount of pwps exactly are needed ^^

I'm not entirely sure about the trees, but I'm guessing that they have to be fully grown, or at least in the process of growing (i.e. as long as they passed the first day and have not wilted). Again, not sure on that, though.

In regards to the number of PWPs, in my experience, I've found that the amount isn't as important as the balance between PWPs and greenery (or more specifically, the balance between the "abundant living" count and the "abundant nature" count that was in the previous guide I linked, since some PWPs count towards greenery). For example, when I got Perfect Town, I think that I maybe had 8 PWPs, if even that, including The Roost, bridges, etc. In return, I also didn't have many trees, and I actually got Perfect Town after chopping down a bunch. You definitely don't need 12 or 15 or possibly even 10. The idea is that if you have a lot of PWPs, you need a lot of greenery, but if you don't have many PWPs, you can still get Perfect Town as long as you have a modest amount of greenery.

If Isabelle is still complaining about a lack of greenery, I'd work on that first since you already have a handful of PWPs. I wouldn't worry about hitting an exact number of PWPs until she specifically says that the people want more of them.

i don't / have never had a perfect town (have yet to achieve that much in the game because i've been waiting for good PWP suggestions), so it's hard for me to contribute anything new from what's been said.

however! if you need any more coconut trees or more fruit, you can ask me and i can give you some. planting trees was very difficult for me in the beginning because of the spacing. you just gotta make sure you have 1 space all around a tree in order for it to grow. it helped me in the beginning to just dig holes around to ensure i had enough space. i can also come over to your town and help out if you want. ^^

also, unsure if it's been said but coconut trees and banana trees can only be planted on the beach.

You need at least 200 trees, and over 50 flowers, no more than ten weeds or ten items on the ground (Not including fruit that you have shaken from trees), and at least 10 environmentally friendly pwps (Ex: Flower pwps, and solar panels). Hope this helped!

yeah i'm not really sure what i did but one day i asked isabelle about citizen satisfaction i finally achieved the perfect town.i was so happy when she gave me the gold water can now its much easier watering the flowers.
