I would definitely pick Rover, but he loves his life of travelling around. I'd feel bad about making him stay on my island. So maybe Katrina? She's really mystical and I love her little tent. She could send you fortunes in the mail like those you could buy in New Years event in the gamecube game, but they would be weekly instead of yearly.

Her Japanese names translates to "Suspicious Cat" (in Japan Blanca is a he and the rest of the world a she, so I'll be referring to her as she). I'm not too sure what she did in WW but in other AC games, she allowed the players to give her a face... really cute concept that turned sour (you may imagine why.. ), then in NL I believe she was kinda like a "copy cat" apparently she would disguise herself as a villager and the player had 50/50 chances of guessing who the actual villager was, if you guessed correctly, she would give you a photo of that villager! This was part of April Fools.

I just like how "mysterious" she is and having a "blank canvas" kinda allows you to imagine her with unique features... but that might just be me lol

I should have precise that you had to choose between New Horizons NPC only but it was cool to bring old ones some love ! And maybe they will come back like Pascal...

I love Pascal design and chill/wise attitude so much in NL that I think he would be my choice, but I need to meet him in NH to validate this choice.
I also love Sable, every time she mentions her family it's very moving, she is hard to befriend at first because she's a hard worker, but in the end she's a very generous hedgedog.
