Villagers

I agree with the previous suggestions. Hans, Erik, and Tutu would all fit wonderfully into such a town, and I'd also suggest any Penguin villagers you might find cute would also work well, like Sprinkle for example.
I'd say some good ones are:
Hans
Erik
Tutu
Sprinkle and/or other Penguins
Whitney, Skye, and/or other Wolves
More generally, light blue or white villagers to go with an icy/snowy look
Public Works Projects

As for Public Works Projects, I agree with LadyDestani on the Illuminated Trees, those would add some nice atmosphere. Beyond that, I'd also recommend the following:
Campsite: Whether or not you actually intend to use it much, having an Igloo periodically show up in your town would be a nice touch, especially if you intend to have a Dream Address of the town to share with the world.
Caution Sign: I considered that you might use a QR Code pattern to put something like an ice skating rink somewhere in your town. Or, maybe just ice in general. If you were to do so, you can place a Caution Sign to warn everyone to be careful not to slip.
Hot Spring: A nice spot for you and your neighbors to hypothetically warm up.
Geyser: If you install a Hot Spring, it might make sense to have a Geyser nearby.
Street Lamp/Modern Streetlight/Torch: I feel like these would be good options for lighting up your town. Either the Street Lamp or Modern Streetlight for a more modern feel, or the Torch for a more unique and interesting look.
The Roost Caf?: You probably would install this PWP anyway, but along the lines of warming up during Winter, it would be great to head to a coffee shop to pick up a hot beverage.
Fire Pit (maybe): It might feel a bit redundant since Harvey's RV Campground already has a Fire Pit, but I figured it might be cute to just have a little spot where you and your villagers can warm up when wandering around outside.
Bus Stop (maybe): If you do decide to add a Fire Pit, I feel like the Bus Stop is a nice compliment to it. Reason being, there are three logs on the left side of the Bus Stop which could theoretically be used as part of the Fire Pit.
Log Bench (maybe): Another PWP that compliments the Fire Pit. I feel like they go well together. Just place it a few steps above the Fire Pit and it's a nice place to sit, and I feel it works better in that regard than the other benches and seats. Alternatively, you could use tree stumps. I personally have a Fire Pit in my town with a Log Bench a few steps above it and with stumps surrounding it for my villagers to sit on.
Hopefully some of this might have inspired some ideas for what you want to do with your town.
